Yarn count explains the feel. The number rises as the yarn gets finer, so 16s is a thinner yarn than the 10s common at the very bottom of the economy range, and a thinner yarn makes a less coarse loop. Open-end spinning, the fast and inexpensive method, is what holds the price down.

Polyester is the structural half of the blend. It is stronger than cotton and resists stretching and shrinking, so the towel holds its size and shape through frequent hot washes better than an all-cotton towel at this price.

Out of the package these feel slightly stiff, since new towels carry finish from the mill. After the first wash the finish is gone and the pile softens and fills out.
